It could be because they're one of the Chihuelan refugees, and they have bigger things to worry about right now. It could be someone sympathetic to the refugees. It could also be anyone else who doesn't want to draw the attention of another militaristic society, but at least we know the mugger cares about what happens to Keeliai.
